Meet the Board

Steve Stefanopoulos OAM - Chair

Steve Stefanopoulos was awarded an Order of Australia at the 2022 Queens Birthday for services to the community in a range of roles. Steve is the Heritage Collection and Records Manager at Loreto Toorak girls' school and oversees the operation and restoration of the internationally significant mansion – Mandeville Hall. Steve was a Councillor for the City of Stonnington from 2004-2008 and again from 2016-2020, and is the only Mayor of Stonnington to hold office for 3 consecutive years.

Steve completed a Bachelor of Teaching (Primary) at RMIT University, a Graduate Diploma in Archives and Records Management at Monash University, a Graduate Diploma in Planning and Design (Architectural History and Conservation) at the University of Melbourne and a Graduate Diploma in Museum Studies at Deakin University. Steve undertakes public tours, walks and talks about history and architecture as part of the annual National Trust of Australia Heritage Festival and the annual Victorian Seniors Festival. Steve is the author and co-author of several books under his business ‘Stonnington Heritage’.

Steve is passionate about the built environment and has been, and is currently a member of several committees, including the PMI Victorian History Library, Open House Melbourne, Public Record Office Victoria Advisory Council, and The Pride Fund. Steve is on the national board of his professional association and runs workshops and speaks at conferences on archives and recordkeeping.

Jude Munro AO - Secretary

Jude Munro AO is the Chair of the Victorian Planning Authority, Chair, Newcastle Airport and Chair, Uniting Vic Tas.

She was the Chief Executive of four councils: St Kilda, Moreland, Adelaide and 10 years as CEO of Brisbane City Council. She is an experienced non-executive director, serving over 20 boards over the last 20 years in aviation, community services, transport, tourism, property, and other sectors. She has led 2 major local government reviews in Tasmania and NSW.

In 2010, Jude Munro received the keys to the City of Brisbane. It was also the year in which she was awarded the Order of Australia for distinguished service to local government in general and the City of Brisbane in particular. She has been appointed a National Fellow of the Institute of Public Administration, an honorary National Fellow of the Planning Institute of Australia, and received the Raymond J Peck award from the UDIA in Victoria in 2020. She has also recently been awarded  LGBTIQ+ Person of the Year by GLOBE Victoria.

Jude was also the inaugural Board Chair, Victorian Pride Centre, 2016 to 2021

Alan Shepherd BEng, MEngSc - Treasurer

Alan is an experienced professional project manager and technical engineer with over 30 years experience both nationally and internationally with the mineral resources sector. Alan’s project management and technical skills are profiled at senior levels of engineering consultancy, construction and operating companies. Alan’s engineering career background has included experience in construction project engineering and management in the minerals and oil and gas industries. He has also had several years of design and project management experience within large engineering services consultancies and operating companies. He also spent some time running his own furniture design and manufacturing business.

Having been on the committee of Pride Inc. in Perth in the mid-90s and been a regular member of the Glamourhead Sharks Aquatics club committee here in Melbourne for the last 20+ years he understands the value of building capacity within the LGBTIQ+ community

Stuart Kollmorgen OAM, LLM, MSc(HR), BCom, GradDipPsych

Stuart is a workplace lawyer, advocate, investigator and consultant HR project leader. He also lectures in Law of Employment at Monash. For the past 6 years, he has enjoyed in-house and private practice roles in the gig economy, in HR Legal roles, Investigations and Project Management, often dealing with corporate employment issues (reward, restraint, mobility and transfer including large mergers and divestments), disputes and workplace relations. Multidisciplinary team work has advised on wage, modern award, superannuation and employment taxes in heavily-regulated environments.

He has acted for many of Australia’s largest companies, devised strategies, coached managers and executives, and conducted training in the areas of whistleblowing, remuneration design, IT use, work and family, surveillance, equal opportunity, sexual harassment, outsourcing and workplace privacy.

Stuart was a key member of the development of the Victorian Pride Centre in his role as Deputy Chair and Fundraising Committee Chair.

Shane Marquis

Shane is a people oriented, versatile technically and commercially savvy senior IT director and leader with extensive experience in all facets of the IT industry ranging from greenfield IT startup ventures to global IT delivery, design and implementation.

His experience encompasses network design, cloud and outsourcing support. Most recently led the design of local and global IT projects valued at up to $100mil and impacting select high profile users (100’s) or up to 50,000 general users for Optus. His work has also included iconic educational institutions such as RMIT and systems integration providers including Convergency and LCD.

He has a history of leading highly technical multi discipline teams to construct and implement complex local and global solutions.

Mark Debeljak B.Ec., FCA, ADFP

Mark is the founding Director and one of the owners of Rubiix Business Accountants. With more than 35 years’ experience in the accounting industry and as a Fellow Chartered Accountant, Mark brings an extensive knowledge of all areas of Accounting and Taxation, and has particular expertise in Asset Protection, Superannuation, Business Management and Strategic Planning. He has also had an active role as a business owner and board member of many businesses providing him with a comprehensive understanding of the issues and challenges businesses encounter in today’s environment.

Mark has more recently added Financial Planning to his skills and is a licenced financial planner works closely with his clients to achieve their financial goals and objectives. He has expertise in helping wholesale clients their investing needs.

Outside of his working life, Mark enjoys the winter months on the ski slopes and travelling around the world experiencing different cultures and food. Mark is also an avid supporter of the ANAM (Australian National Academy of Music), attending many events and even holding fund raisers in his own home. He sponsors several students of ANAM each year and relishes very high standards of classical music AMAN creates and the real joy it brings to others.

Serge Thomann

Serge Thomann arrived from France in 1983, to work in marketing for one of France’s most prestigious companies. He left his job, at the request of singer Michael Hutchence, to become INXS’s photographer, and then worked with international artists such as Madonna, Michael Jackson, Kylie, Charlotte Rampling, U2, and with Australian stars such as John Farnham, Pseudo Echo, Kate Ceberano and more.

In 2007, concerned by the proposed scale of commercial development at St Kilda Beach, Serge turned community activist and started the hugely successful St Kilda Triangle campaign, and as a consequence of his extraordinary efforts, was elected to City of Port Phillip council. A councillor for 8 years, including 3 years as Deputy Mayor, amongst his achievements are the St Kilda skate park and the refurbishment of the Palais Theatre. He is also proud that he planted the first seed for the Victorian Pride Centre.

Since leaving Council, Serge has kept very involved in local issues. He is also the co owner of the highly successful restaurant I Carusi II in Barkly Street.

Serge is very involved with the French community in Australia as an elected Councillor for Australia and President of French Assist Melbourne, and is a member of the Executive of a newly formed organisation Démocrates Sans Frontières. He was awarded the title of Chevalier de l’Ordre national du Mérite (French equivalent of an Order of Australia) by the French President in 2019.

Richard Gruppetta GAICD

Richard has over 25 years’ experience in both the public and private sectors in Tokyo and internationally, including as a former Australian diplomat and Trade Commissioner and as a corporate advisor. With long-term background in investment banking, corporate advisory, government and in Non-Executive Director board roles, Richard provides expertise in board governance and in corporate and government advocacy. Richard has non-executive board experience at roles which include the United Nations Association of Australia, National Board and with Monash University’s Masters of International Relations Advisory Board. He as led change as Diversity Partner at his former firm and is an energetic supporter of diversity and a defender of LGBTIQ+ issues in the workplace.

Justine Dalla Riva - CEO Victorian Pride Centre

Justine Dalla Riva is a passionate professional whose career spans both the commercial and not-for-profit sector. She is the CEO of Australia’s first purpose built LGBTIQ+ Pride Centre located on Fitzroy Street in St Kilda. A proud lesbian and mother of two, Justine joined the Pride Centre in 2018 and became its inaugural CEO in 2019. Justine is passionate about inclusion, equity and access for all, ensuring spaces are welcoming and safe for vibrant and diverse LGBTIQ+ communities so they can be their true and authentic selves. She seeks to celebrate diversity, harnessing diverse lived experiences to innovate, collaborate and create more cohesive and respectful environments.

Justine is a member of the City of Port Phillip LGBTIQ+ Advisory Committee, Fitzroy Street Business Association and Director of the newly established Pride Fund Ltd that seeks to grow the philanthropic pie for LGBTIQ+ spaces and places. A lifelong learner, she holds a Diploma of Governance, Masters in Marketing, Graduate Diploma in Graphic Design, BA with Hons and was a graduate of the Victorian Government’s 2019 LGBTIQ+ Leadership program.
